Please note that as of January 24, 2013, by law Penn Waste cannot collect your electronic devices. Covered devices include: desktop computers, laptops, monitors, computer peripherals (keyboard, mouse, printer and speakers), televisions and e-readers that browse the internet. These items may be recycled at Fairview Township's Recycling Center, 55 Fairview Road, New Cumberland, PA (717) 901-5261 or York County Solid Waste Authority, Flour Mill Road, York (717) 845-1066. Please call ahead for hours of operation.
Refuse bills are sent out by the beginning of January, April, July and October and are due by the 30th of that month. If you do not receive a bill by the 10th of that month, please call Stacy at 717-938-0836 or 266-6890. Failure to receive a bill will not relieve you of a payment or late fees.
The Township of Newberry currently contracts with Penn Waste as the solid waste and recyclable hauler. The Township handles the quarterly billing, general questions and complaints. Ordinance #260, passed in December 1994 requires refuse removal for all residents. Currently there are two options available:
A. $52.98 per quarter
Maximum of six (6) 32 gallon size trash bags.
1 Large Household item per week: Such as an appliance, carpet-48" max length rolled & tied, furniture, a mattress or box spring, a car tire only (must be off of the rim), tree branches & brush 48" max length (must be bundled/tied), scrap metal 48" max length, a toilet or sink.
Ashes must be in trash bags and cannot be placed curbside in metal cans or ash buckets.
Additional Bags: Additional bags will be collected only if in an orange Penn Waste bag. Bags may be purchased at the Township Building for $4.00 each.

Unacceptable Recycling Items: Plastic tubs, cups, trays & bags. Broken glass, windows, mirrors, ceramics & light bulbs, drinking glasses, aluminum foil, scrap metal. Sharps / needles should be put in sealed containers (ie: sealed plastic bottle) and put in trash container/bag - not recycled
COLLECTION TIME: Please place bags/cans and recycling bins out the night before your collection day when possible. The hauler starts collection by no later than 6:00 am.
HOLIDAYS: The following holidays are observed by the hauler: New Years Day, Memorial Day, July 4th, Labor Day, Thanksgiving, and Christmas. Should your pick up day fall on, or after, a holiday, then your pick up will be a day later in that week. If the holiday falls on a Saturday or Sunday, your garbage will be picked up on your normal day.
BRUSH: Brush is to be cut in four (4) foot lengths and securely bundled and tied. This bundle may be substituted for one (1) can or bag.
TIRES: Tires removed from their rims, with a maximum outside diameter of 32” and maximum tread width of 12” may be substituted for one (1) can or bag.
PAINT: The following may be placed in your regular trash: oil based paint, latex paint, turpentine, paint thinners, shellac, lacquer, varnish, strippers, and removers.
WHAT IS NOT COLLECTED:
Auto parts, concrete, construction debris including drywall, shingles, roofing debris, batteries, household hazardous waste, commercial industrical waste. Stains, chemicals & liquids. Covered devices such as desktop computers, laptops, monitors, computer peripherals (keyboard, mouse, printer and speakers), televisions and e-readers that browse the internet. The covered devices may be recycled at a York County Recycling Collection site such as Fairview Township, 55 Fairview Road, New Cumberland, PA (717) 901-5261 or York County Solid Waste Authority, Flour Mill Road, York (717) 845-1066. Please call the site for their drop off times.
DUMPSTERS: Available Fridays only from 8am until 4pm at 1915 Old Trail Road. The fee to use the dumpster is $20.00 per pickup truck load. The dumpsters are NOT for residents to discard items collected from their own cleaning business, nor from outside the township. The dumpsters are here for your personal belongings only NO EXCEPTIONS. Items not accepted in the dumpsters are: tires, propane tanks, liquids/flammables, regular trash (trash bags/boxes), glass, auto parts, wood, tree timmings or grass clippings, building debris example: shingles/drywall/insulation and Covered devices ex: computers, televisions etc. Newberry Township reserves the right to limit quantity and to reject items and/or persons.
YARD WASTE COLLECTION GUIDELINES: Yard waste materials are as follows; garden residue, tree trimmings, shrubbery, leaf waste and any other organic landscape vegetation. Materials should be packaged as follows: Place items in either biodegradable kraft bags, tied easily in bundles or open trash cans **NO PLASTIC BAGS**, bundles should be no longer than 4 feet in length, bundles should not weigh more than 30 lbs each, branches should not exceed 5 inches in diameter. The following SHOULD NOT be placed out for yard waste collection; grass clippings, dirt or stones, fruits and/or vegetables. Collection begins promptly at 6:00 am.
Yard Waste will be picked up the 2nd Saturday of each Month ~ March thru December 2013. The dates are as follows: 3/09/13, 4/13/13, 5/11/13, 6/8/13, 7/13/13, 8/10/13, 9/14/13, 10/12/13, 11/9/13, & 12/14/13. Please click on the following link to view the Yard Waste Calendar:

We have 2 sizes of recycle bins. The smaller 24 gallon size is $3.00 and the larger 32 gallon size is $4.00. They may be purchased at the Township office Monday through Friday 8am - 4:30pm. COMMERCIAL RECYCLING -- It's the Law
Pennsylvania's Act 101 and other state laws, effective September 1990, require that all commercial establishments recycle.
Who Must Comply? All offices, restaurants, grocery stores, retail shops, service shops, schools, churches, civic groups and any other establishments that are not residences must comply.
How does an establishment comply? 1. Contact Penn Waste or whomever you have contracted as your waste hauler. 2. Each calendar year, you are required to report how much you recycled and the items recycled. **The commercial recycling report form can be found by clicking the link below.
Fines & Penalties: All businesses and establishments that generate recyclable materials are required to recycle. Fines and penalties can reach $1,000 per day and per occurance.
Your business can benefit from recycling with these examples:
Save money and increase revenue: Recycle scrap metal from a construction job site at a scrap yard and get paid for it.
Save energy: Preheat water by using heat energy to recover the heat from air conditioners.
Reduce pollution: Be environmentally friendly by recycling and reducing the amount of waste you send to landfills. It's good for our air and conserves valuable land.
