Refuse bills are sent out by the beginning of January, April, July and October and are due by the last day of that month. If you do not receive a bill by the 10th of that month, please call Stacy at 717-938-0836 or 266-6890. Failure to receive a bill will not relieve you of a payment or late fees. The Township of Newberry currently contracts with Penn Waste as the solid waste and recyclable hauler. The Township handles the quarterly billing, general questions and complaints. If your trash is missed, please call the following morning to report it so the hauler can try to get out to pick it up (if there are no issues.) Ordinance #260 requires refuse removal for all residents. Currently there are two options available:
A. $52.98 per quarter
Maximum of six (6) 32 gallon size trash bags (60lbs or less per bag/can)
1 Large Household item per week: Such as an appliance, carpet-48" max length rolled & tied, furniture, a mattress or box spring, a car tire only (must be off the rim), tree branches & brush 48" max length (must be bundled/tied), scrap metal 48" max length, a toilet or sink. If you are putting an air conditioner or fridge out for pick-up, please call Penn Waste a day ahead at 717-767-4456. You may also call this number if you are not sure if you may place an item out for Large Item Pick-up.
Paint: latex and oil-based can be disposed of in your regular trash. If there is a little paint in the can, use kitty litter or sand to absorb it. If the can is mostly empty, please take the lid off and allow it to get gummy before putting the lid back on and placing in your trash.
Tires: Tires removed from their rims, with a maximum outside diameter of 32” and maximum tread width of 12” may be substituted for one (1) can or bag.
Batteries: Alkaline batteries can be disposed of in your regular trash. Rechageable bateries must be recycled (one location to recycle at is Radio Shack.)
Flourescent Bulbs: You may dispose of two bulbs per week. If you have a large amount, YCSW has a hazardous waste disposal in May. You may contact them at 717-845-1066.
Additional Bags: Additional bags will be collected only if in an orange Penn Waste bag. Bags may be purchased at the Township Building for $4.00 each.

COLLECTION TIME: Please place bags/cans and recycling bins out the night before your collection day when possible. The hauler starts collection by no later than 6:00 am.
HOLIDAYS: The following holidays are observed by the hauler: New Years Day, Memorial Day, July 4th, Labor Day, Thanksgiving, and Christmas. Should your pick up day fall on, or after, a holiday, then your pick up will be a day later in that week. If the holiday falls on a Saturday or Sunday, your garbage will be picked up on your normal day.
WHAT IS NOT COLLECTED:
Auto parts, concrete, construction debris including drywall, shingles, roofing debris, household hazardous waste, commercial industrical waste, stains, chemicals & liquids. Covered devices such as desktop computers, laptops, monitors, keyboard, mouse, printer and speakers, televisions and e-readers that browse the internet. Covered devices may be recycled at a York County Recycling Collection site such as Fairview Township, 55 Fairview Road, New Cumberland, PA (717) 901-5261 or York County Solid Waste Authority, Flour Mill Road, York (717) 845-1066. Please call the site for their drop off times.
DUMPSTERS: Available Fridays only from 8am until 4pm at 1915 Old Trail Road. The fee to use the dumpster is $20.00 per pickup truck load. The dumpsters are NOT for residents to discard items collected from their own cleaning business, nor from outside the township. The dumpsters are here for your personal belongings only NO EXCEPTIONS. Items not accepted in the dumpsters are: tires, propane tanks, liquids/flammables, regular trash (trash bags/boxes), glass, auto parts, wood, tree timmings or grass clippings, building debris example: shingles/drywall/insulation and Covered devices ex: computers, televisions etc. Newberry Township reserves the right to limit quantity and to reject items and/or persons.
YARD WASTE COLLECTION GUIDELINES: Yard waste materials are as follows; garden residue, tree trimmings, shrubbery, leaf waste and any other organic landscape vegetation. Materials should be packaged as follows: Place items in either biodegradable kraft bags, tied easily in bundles or open trash cans **NO PLASTIC BAGS**, bundles should be no longer than 4 feet in length, bundles should not weigh more than 30 lbs each, branches should not exceed 5 inches in diameter. The following SHOULD NOT be placed out for yard waste collection; grass clippings, dirt or stones, fruits and/or vegetables. Collection begins promptly at 6:00 am.

We have 2 sizes of recycle bins. The smaller 24 gallon size is $3.00 and the larger 32 gallon size is $4.00. They may be purchased at the Township office Monday through Friday 8am - 4:30pm. Please note: The 64 gallon recycling toter (with the yellow lid) is provided by Penn Waste. Should you have any questions regarding this toter, please call Penn Waste at 717-767-4456.

COMMERCIAL RECYCLING -- It's the Law
Pennsylvania's Act 101 and other state laws, effective September 1990, require that all commercial establishments recycle.
Who Must Comply? All offices, restaurants, grocery stores, retail shops, service shops, schools, churches, civic groups and any other establishments that are not residences must comply.
How does an establishment comply? 1. Contact Penn Waste or whomever you have contracted as your waste hauler. 2. Each calendar year, you are required to report how much you recycled and the items recycled. **The commercial recycling report form can be found by clicking the link below.
Fines & Penalties: All businesses and establishments that generate recyclable materials are required to recycle. Fines and penalties can reach $1,000 per day and per occurance.
Your business can benefit from recycling with these examples:
Save money and increase revenue: Recycle scrap metal from a construction job site at a scrap yard and get paid for it.
Save energy: Preheat water by using heat energy to recover the heat from air conditioners.
